The following words, terms and phrases, when used in this division, shall have the
meanings ascribed to them in this section, except where the context clearly indicates
a different meaning:
Active participation in the affairs of a commission, board or committee, as it pertains to each individual member or appointee to such commission, board or
committee, includes being present at each regular and special meeting of such commission,
board or committee, and attending to all required business necessary to the faithful
discharge of the duties and responsibilities assigned to such commission, board or
committee, as well as accepting individual responsibility for assignments attendant
to the duties of such commission, board or committee. Regular participation in the
affairs of a commission, board or committee as it pertains to each individual member
or appointee means active participation on a consistent and sustained basis.
