§ 26-31. Intent and purpose.

It is the intent and purpose of this article to provide for the:
(1)

Creation of an emergency management council and agency;

(2)

Preparation and carrying out of plans for the protection of persons and property within the city in the event of an emergency;

(3)

Direction of the emergency organization; and

(4)

Coordination of the emergency functions of the city with all other public agencies, corporations, organizations and affected persons.
